Utah school mapping law
Utah requires each school district and charter school to put universal access key box locations in the building schematic diagrams it provides to emergency responders, and to physically mark all hallways and doorways using a standard 100-foot interior grid.

What does Utah law require for school diagrams?
An LEA (local education agency: a school district or charter school) shall include universal access key box locations and protocols in its school emergency response plans and in the building schematic diagrams provided to emergency responders. That is the only text in subsection (6) about schematic diagrams. It does not itself require an LEA to create the diagrams or say when or how they are delivered. The same section's duty to coordinate with local emergency responders covers key box placement, access protocols, emergency contact information and annual reviews of box use. For this section, emergency responders are law enforcement, fire service or emergency medical personnel authorized by local authorities to respond to school emergencies.
Do hallways and doors have to be marked?
An LEA must physically mark all hallways and doorways to match the incident response method or system the state security chief creates. The state security chief works with the School Safety Center to develop the model critical incident response that all schools and law enforcement will use during a threat. The State Board of Education's School Safety Center has told schools they must physically mark all hallways and doorways based on this system.
What does the incident response grid look like?
By State Board rule, an LEA's or school's emergency plan shall include implementing and maintaining the incident response method set by the state security chief. The rule defines the incident response method as a standardized interior marking system using a 100-foot by 100-foot grid. The grid overlays the building's interior rooms and hallways, including multiple levels if there are any. It starts with quadrant A1 at the bottom left corner of the building footprint, seen from the main entrance or address side. Each interior room and hallway must be clearly marked with its quadrant label, visible to building occupants and emergency responders. The rule describes physical markings inside the building; it does not require a gridded map or floor-plan document.
What are the deadlines?
Schools must follow the incident response method immediately for new school construction and design projects. Existing school buildings must comply by school year 2034-2035. A version of the rule, R277-400, took effect November 7, 2025.
How often is it updated, and who sees the plans?
Grid markings must be maintained and stay legible at all times. An LEA must review its emergency plans at least once every three years. In its annual certification, an LEA must certify its plans were presented to and reviewed by teachers, administrators, students, parents, local law enforcement and public safety representatives. Each school must file a copy of its plans with the LEA superintendent or charter school director.
Who is covered?
Utah's education definitions make an LEA a school district, a charter school or the Utah Schools for the Deaf and the Blind, and they apply to the section with these duties, so charter schools are covered too. For the Board rule, LEA also includes the Utah Schools for the Deaf and the Blind. The state security chief sets building and safety standards for all public and private schools.
What recent bills changed the law?
2025 H.B. 40 added the duty to physically mark hallways and doorways, and its enrolled text contains the building schematic diagrams provision. It took effect May 7, 2025. 2026 H.B. 44 amended Section 53G-8-805 and kept the marking duty. The Governor signed it on March 19, 2026, and it took effect May 6, 2026.
How can QuickSecure help?
QuickSecure builds your campus floor plans in Nexus from your building drawings. They show every room by name, every door and exit, and where your AEDs, fire extinguishers and fire alarms are.
Administrators can open the plans in the dashboard at any time.
In a Lockdown, Nexus shows on the floor plan which rooms are secured.
Dispatch sends the building, address and room to 911 through RapidSOS.
